Tags are not updating the cards in UI

Current Behavior:

While browsing /projects?tag=sometag I can see the list filtered by the tag but not the graphs in cards like Portfolio Vulnerabilities, Projects at Risk, etc...

Proposed Behavior:

Along with the I feel that it makes sense to update the UI cards as well.

Note to self: Slightly related to #1682 as it involves calculation of metrics on-the-fly instead of relying on pre-calculated metrics.
