Provide a way to restart a workflow on an Item (or "Return to Pool") from Administer Workflow

Is your feature request related to a problem? Please describe. Currently, there are just two options in Administer Workflow. Delete or "Send Back", which sends the item back to the original submitter.

Ideally, there should be a third option: "Return to pool", which would act the same as the "Return to pool" option available in MyDSpace. This would allow Administrators to send an Item back into the workflow pool, without having to send it back to the original submitter.

Additional context Request came up based on Q&A from the DSpace 7.4 workshops in Nov 2022

@damian-joz : Thanks! Please be aware that this may be unlikely to make it into 8.0 at this point, since we are only accepting bug fixes / small improvements. Nonetheless, you are welcome to begin working on this, and when it is ready submit a PR (which likely would be scheduled for 9.0).
