📚 [Documentation] - Wrong link to contributing guidelines in Issue Forms

Description of the documentation deficiency / workflow suggestion. ✍🏻

I am aware of the previous issue regarding the comment by the GitHub Action Bot mentioning the issue with the url.

I am suggesting that the links in the issue forms, as shown below, are not functioning properly due to a difference in the name of the Contributing.md file to CONTRIBUTING.md.

Additionally, I will incorporate a checklist in the forms to inquire whether the author of the issue is willing to work on it. This will make it easier for the maintainers. I will do this modification in all the issue forms.
