Remove window rejection param for 1.13 compatibility

Window rejection option was removed in ouster firmware v1.13, this PR removes the window rejection parameter to maintain compatibility. Note that currently this breaks backwards compatibility if someone has set the parameter in their launch file. If necessary, we could keep the parameter and do a version check to maintain backwards compatibility, but the feature seems little-used and apparently superfluous enough for ouster to officially remove it, thus my suggestion for this repo to do the same.
