Unexplained keypad size behavior

Changing the keypad ports at offsets 4 and 5 always read back the new value, but don't always behave using the new value, and I haven't been able to come up with an explanation, not even writing it repeatedly seems to work with any consistency.

Is this on hardware or on CEmu?

Hardware, CEmu just always uses the new value right now.
