Extend bosh-lite to support vagrant-azure

https://github.com/cloudfoundry/bosh-lite/blob/master/Vagrantfile doesn't have a default setup for vagrant-azure, so it's more difficult to setup than it needs to be. We should submit documentation and a default setup to get people moving quicker.
