[Do not merge] Verify Spring Cloud Azure supports Spring Boot 3

This PR is a spike to verify Spring Cloud Azure supports Spring Boot 3.

Changelog:

  • Add a new service directory spring-3 to host the source code based on Spring Boot 3.
  • Improve the script pom_file_version_scanner.ps1 to support using custom version tags.
  • Add lots of version tags for Spring Boot 3 support based on the prefix spring3_.
  • Add a new maven profile spring3 to manage different modules for the Spring modules.

  • How to manage spring-cloud-azure-dependencies for different versions?
  • Fixes the pipeline failures
