Re-enable WebApp and FuncApp tests

Both Test_CLI_InfraCreateAndDeleteFuncApp and Test_CLI_InfraCreateAndDeleteWebApp have been hitting random issues in CI over and over. To unblock progress, adding t.Skip() to both of these tests, and this issue tracks up re-enabling them.

We already have end to end coverage of provisioning and get nightly coverage of all our templates so we can quickly find regressions in deploy.
