If there's a standard place on the internet for this file, the Dockerfile should get it from there.

How about putting it on IPFS (and using a public IPFS gateway like cloudfare's) or in a torrent?

IPFS is content-addressed, so MITM attacks shoudln't really be a concern. File hash can be checked too. (Torrents offer integrity guarantees too).
