Is your feature request related to a problem? Please describe. Not necessary a problem but when agencies are launching campaigns on behalf of advertisers e.g., and are given 'user' account privileges, they cannot create or save campaigns, only ad units. And advertisers are often paying the agencies for these services so they should be able to do the full footwork for them. If they are given full owner rights, now they can even remove the access to the account from the actual advertiser or withdraw their deposit if they are naughty!

Describe the solution you'd like Currently, 'user' account privilege gives permission only to create ad units but not to create and save campaigns, or edit them while they are live.

'Users' should also be able to create and save campaigns, and the owner can simply launch them (as this is on contract level). They should also be able to edit or pause them once they're active. Only 'owners' can launch campaigns, close them and withdraw from the AdEx Account.

Describe alternatives you've considered

We considered an approve button for the Owners etc or giving agencies Owner rights but not ideal.
