Add a Rate Notification for levels feature.

Description The idea of this suggestion is that you can tell the bot that you want to be notified when a certain level gets rated through a command. Then, if the level gets rated, UltimateGDBot will DM you telling you that specific level was rated.

Justification Rather than relying on twitter or staring at the rated-levels channel 24/7, getting a DM telling you that level was rated allows you to be aware as soon as it happens and gives you the ability to know when specific levels were rated.
