Need start and end period combinations for tour departure and duration segments for representative logsums

The start and end times need to vary by departure and arrival period COMBINATION rather than the single dimension of period. Why? Lets say that the most commonly observed start time in the EV period is 35 and the most commonly observed end time in the EV period is 33. That will be ok for all period combinations EXCEPT for tours starting and ending in the EV period. In such cases the duration will be negative - so positive utility added for parking cost.
