Add output_management protocol support

Putting on hold for a little while, it will be easier to test the more interesting aspects if I can find a second monitor to play with.

Just noting that while this seems to work, it will hang when a monitor is powered down (e.g. due to idleness), as all outputs can be removed. I introduced a hacky solution for me here https://github.com/flaviozavan/vivarium/commit/342b458411bb3452fda916b112d233f0db1df65d, hoping this is helpful as a starting point when efforts are resumed here
