Documents not marked as finished in export despite all annotators being done

Describe the bug When a project contains some users that do not have the annotator role, then it can happen that documents are not being marked as finished in the project export despite all annotators having finished their work.

To Reproduce Steps to reproduce the behavior:

1. Create a project with two users, one a manager, the other an annotator
2. Upload a document
3. Mark the document as finished for the annotator
4. Export the project
5. Check the JSON file in the export ZIP for the status of the document (should be "annotation finished", but is not) - alternatively use the remote API to check the document status.

Expected behavior Shortly after a document is marked as finished for all users with the annotator role, the document status should move to "annotation finished" as well.
