Allow browsing through suggestions

Is your feature request related to a problem? Please describe. Currently, there is no way to browse through recommendations. The best currently available option is the learning history in the active learning panel. This shows recently accepted/rejected recommendations and allows to discard them from the learning history.

Describe the solution you'd like It would be nice to have maybe a sidebar which provides:

• [x] access to all suggestions of the current document (maybe optional all documents, cf. toggle in the search sidebar) - recommendations are now visible in the annotation sidebar (v27)
• [x] click on a suggestion in the overview to jump to it - clicking on a suggestion text jumps to the suggestion (v27)
• [ ] ability to filter/sort by recommender / layer / feature / value / score / accepted / rejected (possibly should directly affect the recommendations that are rendered in the main view - mind interaction with active learning)
• [ ] ability to bulk accept / reject suggestions (e.g. all matching the current filter)
• [ ] ability to (bulk) forget accept / reject state of suggestions
• [ ] ability to see/not see hidden suggestions (this is currently a toggle in the recommender panel)
• [ ] click some button to jump to the next/prev suggestion
