Project creators cannot import projects through remote API

Describe the bug Project creators cannot import projects through remote API.

Expected behavior A project creator should be able to import a project through the API.

Please complete the following information:

• Version and build ID: 23.7
• OS: [e.g. Windows, Linux, OS X]
• Browser: [e.g. chrome, safari]

Additional context It could be a question whether a project creator should be allowed to import permissions - at least for users that already exist. A non-admin should probably not be able to import permissions for non-existing users.
