Ability to create instances/classes in a KB from the annotation page

Is your feature request related to a problem? Please describe. I would like to be able to create instances in a KB directly from the annotation page.

Describe the solution you'd like

• Configure a KB feature on a layer as either "instances only" or "classes only"
• Configure the KB feature to have a specific scope
• If I now enter a label into the feature editor on the annotation page and there is no item in the KB with that feature, then either an instance of a class with the specified label is created as a child of the KB feature's scope
