Annotation UI parameters set by admin

Is your feature request related to a problem? Please describe. I have a project where I want the annotation UI settings to be the same for all annotators (some of them aren't tech-savvy, I don't want to show to each them the setup). I would like to set the annotation UI settings project wide. In my case, I'm talking about the dynamic pastelle, the number of lines, etc.

Describe the solution you'd like Just an option to toggle in projects settings where I choose to freeze the ability of modifying the UI by non-admins and that the admin's UI is applied project-wide.

Describe alternatives you've considered None which is efficient.
