Short description for tags in tagsets

Is your feature request related to a problem? Please describe. When visualizing an annotation with a tag there might be not enough space to display the whole tag name. Using a short description can solve this problem.

Describe the solution you'd like When creating a tag in a tagset there will be another field called short description below description.

Additional context This can be useful for example when visualizing polarity by using + / - instead of positive and negative when there is not enough space.

I'm not quite sure, what are the attributes which are mentioned? To be honest I'm also not sure if we need this feature (at least for the structured review part). There is already a possibility to have a name and a description for a tag, so in case of polarity the name could be + and the description Positive. What do you think?

I believe the "attributes" refer to the labels in a knowledge base - but I am not sure. Maybe I'll just close #891 and we keep this one (#1250) which has a better description.
