External links to annotations

Is your feature request related to a problem? Please describe. After the possibility to view other users annotation for a document is implemented, it would be useful to share external links to specific annotations.

Describe the solution you'd like Users can send links which open an annotation in INCEpTION in the browser.

That would require that annotations have stable IDs. However, annotations IDs in INCEpTION are not stable. So I don't really see this coming. What would work though is to have a link that includes an offset position (e.g. the position at which an annotation starts/ends) and that tries to put this offset into view.
