Permit curation of document-level annotations

Document-level annotations are currently only visible on the annotation page. They cannot be curated.

Describe the solution you'd like

The curation page should offer a mode to view and compare document level annotations between annotators - maybe as a table. The user might be able to switch between the text and the table view in some way.
