Multiple emails listed in a single notification

I have noticed that if more than one new email has arrived when notifier checks, they are bundled into a single notification instead of individual notifications for each one. Is this the expected behavior?

With the new configurable notifications, I have selected delete as one of them. The issue is if there are several messages that have come in since the last check and "delete" is selected, the whole group is deleted, even ones that aren't seen in the notification due to too many to fit in it. I think it would be an improvement if each email was a single notification. Thoughts?
