Add multiple providers in selecting hazard/exposure layers.

Problem

Currently the only way to add data to IFCW is by choosing it on the file system or accessing it from a Postgis database.

Expected Behaviour

Incorporate adding layers from Spatialite and GeoPackage mainly because data is easily sharable in this format.

Proposed Solution

Add Spatialite and GeoPackage providers which will allow data to be selected from database.

We can already do this. See the screenshot below. We just need to change the wording in the wizard to say 'browse for layer' or something.

@ismailsunni Could you change the wording on the wizard from 'I would like to pick an XXXXX layer from disk' to 'I would like to choose an XXXXX layer using the browser'.

IMHO, the GIF doesn't show anything @timlinux . We can't see your browser or where you take your layer.

You can still add you layer first in QGIS and then use the wizard.
