Donation Form Trash button should display correctly

Details

On Donation Forms tab there is a trash button that always displays as trash, even when there are no forms in the trash. It currently deletes forms.

Expected Behavior

The trash button displays when there are forms in the trash otherwise display a red delete button. The trash button takes you to the correct page to view all items in the trash. The delete button deletes the form and adds it to the trash.

Steps to Reproduce

1. View Donations > All Forms
2. Hove over the action buttons at the bottom of the row
3. Click the Trash button

Acceptance Criteria

• [ ] The Trash button displays if the Donation Forms trash is not empty.
• [ ] The Trash button sends users to view all forms in the Trash.
• [ ] The Delete button displays if the Trash is empty.
• [ ] The Delete button sends the form to the trash.
