changing text locally per form not working on multi-step and classic forms

I am trying to change the text in a multistep or classic form as per this snippet as I only want to change one form (selected by id).

(I need to be able to change all references to "Donation" to "Payment", as I am setting up this form to accept event registrations.)

The code works as expected but does not work on the final receipt section of the form. For example, if the text filter is adapted to change all occurrences of "Secure Donation" to "Secure Payment", all instances are changes except for on the receipt page.

Is there a different action hook that should be used for the receipt page, or is this a bug?
