Add support for CMake

A lot of projects are using CMake now for portability and other reasons. For pcg-cpp, an issue with further rationale and pull request exists here: https://github.com/imneme/pcg-cpp/issues/43

I would love to see CMake support for pcg-c as well, since it would make it very easy to drop into projects using CMake.
