[GENERAL] Repository for (static) content like TOS or PN

Static content like TOS (terms of service) or PN (privacy notice) are available under a remote url, such as:

https://get.immuni.gov.it/docs/app-pn-de.html

To further support collaboration (e.g. pull requests) for translating or quality control, a dedicated repository for these static content would be much appreciated. Bug reports such as

https://github.com/immuni-app/immuni-app-android/issues/119

could be better taken care of.
