[BUG] <No Reminder When Reset Password>

The bug

After create a new user, when I first log in with the new user, I need to reset password, if I set the password as same as the passowrd that admin set, there is no error or reminder

Reproduction steps

1.admin create a new user
2.log in wiwth the new user
3.reset password, but the new password as same as the password set by the administrator
4.no eroor or reminder
