Inconsistent behavior when emptying trash in mobile app

The bug

Empty trash action on mobile doesn't remove local files, while selecting files in trash and choosing one of 2 possible actions (delete or restore) - delete - does remove local files. Logically empty trash action should be equivalent to selecting all assets in trash and clicking the remove button.

Reproduction steps

1. ensure that you have a backed up photo that is also stored locally on mobile device
2. put some of these photos in trash from web app
3. go to trash on mobile and there are 2 scenarios here 3a. use 3 dots and empty trash -> local files are not deleted from mobile device 3b. use selection, select all photos and use delete action -> local files are deleted from mobile device

I see there was a related PR that was closed. Are there any plans to revise the UX for trash/delete? I've seen multiple issues and discussions on it (e.g., #14441). Seems it would be a fairly small lift given all the functionality is there.
