[Feature]: Help Button/Form

Feature detail

Add a get help section to immich within the web & app (not sure if this needs to be broken out to 2 separate requests)... within either of those buttons either it takes the user directly to github to fill out a bug issue/feature request or the button has a built-in form to fill out to then send details & screenshot of the issue.
