Ops to replace Fiji Stack_Manipulation plugins

fiji/Stack_Manipulation is a set of plugins that do basic stuff to slices, e.g. removing, sorting, interleaving and de-interleaving.

The functionality is so generic as to warrant an Op in core ImageJ. It could perhaps be extended to work in any image dimension, or several at once - you could for example 'implode' an image around an xyzt (or any subset of those dimensions) bounding box to remove pixels within the limits set.

The Kálmán filter included in Stack_Manipulation doesn't fit there and should rather go into a dedicated Kálmán filtering Op.
