Release tags not being created automatically

The v1.54c tag was not created automatically and had to be tagged manually.

Presumably, the v1.54b tag was created automatically as appropriate.

Looking at the action history and build script I can't tell what machinery is actually supposed to create these tags.

@hinerm There is no machinery automating the tags. I have been doing it manually.
