Add Spartan 6 support

@mithro "I'm very supportive of the idea of having Foboot running on Artix-7 and Spartan-6 FPGA hardware."

I have a few more obscure Spartan 6 boards Papilio Pro and LogiBone. Did you have a preference for supporting a particular board? I'll probably start with my pmod usb board and the logibone unless you have other preferences?

I don't think it matters? I would target the Opsis eventually?
