There is a proposal to increase memory once again, like in https://github.com/eclipse-platform/eclipse.platform.releng.aggregator/pull/850/files but I honestly doubt that this will work.
Unfortunately yes. I've used to retrrigger failed Linux builds every second day.

This change caused severe regression in the compare editor, see https://github.com/eclipse-platform/eclipse.platform/issues/1489.
I believe it would be OK for SWT test/example projects except SWT main code itself, which is very "special" and where re-formatting would cause only troubles.
No, the git blame will be unusable, and that is the main issue, a blocker. Beside this, yes, no one will be able to review tons of reformatted production code,...
