Ability to comment on outages

Considerations

  • Admin can comment on all outages.
  • A logged user can comment on outages he has specific access to (restrictedTo property)
  • It would be nice if comments would display on chart outages (on mouse hover)
  • If https://github.com/iloire/WatchMen/issues/36 is implemented, add a parameter to opt in for comments to the API method.
