Coding memo for custom theme doesn't work

Every time I try to code the memo for my themes it never looks how i want it to look. There's always just a light grey background and not the background I've coded in. Yes, i've looked at the other pre-installed themes to try and make sense of it but ultimately I'm at a blank. Any help?
