Error 10061 Pesterchum wont connect
Pesterchum says "No connection could be made because the target machine actively refused it." I've tried installing a new pesterchum, I've tried the "1413" port trick, I've tried opening ports in windows firewall for both 1413 and 6667, I've restarted my computer, and none of it worked for me. What do I do?
I'd like to note that only difference between before and now is that I'm using a lan connection, but I doubt that'd be the problem. We'll see I guess when I test it out here in a sec.
You may be banned, possibly for using Tor or another open relay.

i have used neither, so that's really kinda weird and worrying.
is there any way i can privately contact someone to see if i was banned?

i am certain i am none of these! what can i do to fix my problems right now, like the OP did?
One of the 3 servers is down. Repairing it now.
