Random Encounters?

for some reason i can no longer receive random encounters. it was automatically turned off for me, and i cant turn them back on. I used to leave pesterchum on for loooooooong times at a time, like it said not too, so maybe that has something to do with it? i then quit for over a year, but am trying to get back on, and would like to receive said random encounters again...please help.
