Improve Accessiblity on the Queue Body Page

Problem Most of the queue body -- where the queue members show up -- have no navigation.

Proposed Soln

  • Include a section header for the container and main body
  • Include a title and appropriate header for the queue staff page
  • Include titles for each of the queue-mates that are dynamically generated.
