Automate course creation requests

Right now, course requests come through a webform that Wade, Genna, and I manually monitor and create courses for. It would be nice if this was an integrated part of the queue, so that people could fill out a form in the queue itself and have their request added to an internal queue (ha) of requests. Then, we can one-click approve to create the queue, add the staff, and email the course requester.

Per https://answers.uillinois.edu/illinois/page.php?id=47888, we can use [email protected] to send notifications from the queue, and since we're running from a campus IP, this should be very easy.
