Make Markdown Build Carry over Width

Is your feature request related to a problem? Please describe. Right now pandoc takes all of our figures and turns them into images using the markdown syntax. While that is good, we should have the figure be an <img> tag with additional attributes described in the latex. The first one that comes to mind is the width and height of the image, but we can incrementally add more as they go.

Describe the solution you'd like The pandoc_wiki_filter.py file should be edited to support raw inlining html with the height and width.
