Description

When adding a modal in the app, there are display issues when the Modal component's height is relatively high compared to the screen height, which is low.

Steps to reproduce

1. add a high modal to the app
2. Reduce the height of the browser
3. The modal is not fully displayed.

Expect: we can scroll the layer containing the modal to view the entire modal content
