Edit Button Should Not Appear In Admin Console When School Permissions Do Not Exist

What I mean is if you are logged in as a School of Medicine user (only SOM), you should not be able to set up username and password information for a School of Pharmacy user. Currently it fails with a 403 Forbidden error. It appears the change has taken place once the screen is refreshed but that is not actually the case. Refresh the screen again and the attempted changes are gone since they were never processed.
