When I load the game with a friend, my friend is put into a game where there is no one there, but I am put into a game with other bots. I've loaded the game without mods, and it still doesn't work

You're in an unsupported version, that will happen if you aren't in EA29. The current one is EA31, you should go to beta's where one is legacy-ea29.
