GCVideo DVI uses the XC3S200A, which is now obsolete. There is no direct replacement: https://mm.digikey.com/Volume0/opasdata/d220001/medias/docus/5783/XCN23009.pdf
I can't put an exact pinpoint on what causes this, but I can at least describe the issue and supply screenshots. There appears to be very strange and incorrect handling...
