`IUriOpener` works to open it in their regular browser, but CEF has already created a window to load it in by the time the BeforeBrowse method runs.

Look at line 455, it's referring to the `top` subtype of `tree_3`

CI failing seems to be a github issue? Just rerun it.

Haven't tested the latest fixes and I'm not going to bother to until this PR actually gets reviewed.
