reboot fails, restarting fails too

I have to re-image 2018-10-06 again. Strange. This is on a pi zero w using wifi When i re-image and change everything I want to change, in config.js the port number, the cam light off in /boot/config.txt, and something else i do not remember the system runs fine... is this related to me using a zero?

I haven't tested it on Pi Zero, but it should work. Can you provide more detail on the problem you are experiencing? Please provide the steps to reproduce the problem, expected result, and actual result.
