PhysioBank data can be obtained using the WFDB library. And used for training and testing purposes. For example; the MIT-BIH Arrhythmia Database (http://physionet.org/physiobank/database/mitdb/). Other ECG related databases can be found at http://physionet.org/physiobank/database/#ecg
