Configure notifications for cron triggered workflows

Configure sending out notifications to multiple collaborators for cron triggered workflows on GHA. Currently only the latest user who pushed onto the repository gets a notification, please see here.

This also affects workflows run on schedule events for message_ix and eventually other repos, so any fix can also be applied there.
