SDFilesystem.open_title: determine the best TMD to use

I think the best one is whichever has the lower value (e.g. 00000004.tmd > 00000005.tmd) since the higher one could be for a title update that hasn't been fully downloaded. But I need to see how this system actually works in practice first.
